New understanding of how materials change when rapidly heated

ScienceDaily (Mar. 29, 2012) ? Collaboration between the University of Southampton and the University of Cambridge has made ground-breaking advances in our understanding of the changes that materials undergo when rapidly heated.

Using cutting edge equipment and specially designed MEM's sensors on loan from Mettler-Toledo, scientists from the University of Southampton's Optoelectronic Research Centre and the University of Cambridge's Department of Materials Science were able to probe the behaviour of phase change memory materials, the semiconductors that store information in the next generation of electronics, as they were heated at rates up to 10,000 degree C per second.

Insight and a detailed understanding of measurement results was provided by Professor Lindsay Greer, from the University of Cambridge's Department of Materials Science, whose analysis showed that crystal growth rates differed considerably from other materials such as glass and silicon and the behaviour of these materials on such rapid heating was not as expected.

The results, which are published this week in Nature Materials, show that crystal growth rates are much faster than we previously believed in these materials and that the growth behaviour is independent of the surroundings. While it is not surprising that properties of materials change significantly when they are shrunk to nanoscale dimensions, we now have a method of directly screening materials for improved memory performance; this means faster, smaller and less power hungry smart phones, ipods and computers are one step closer.

Professor Dan Hewak from the University of Southampton, whose team, led by Behrad Gholipour, provided the phase change materials and deposited them as very thin films, comments:

"We have been studying novel glasses and phase change materials for two decades here at the Optoelectronics Research Centre. However, our understanding of what happens when these materials are heated, that is, their crystallization and melting behaviours, has been limited to heating rates of about 10 degrees C per minute using conventional thermal analysis. In reality, in the memory devices we fabricate, heating rates are millions of times faster and it is reasonable to expect that in order to improve these devices, an understanding of their properties at the same heating rates they will be used is needed."

Writing in the same issue of Nature Materials, Professors Matthias Wuttig and Martin Salinga at RWTH Aachen University in Germany explain why this breakthrough is so important: "Jiri Orava (Cambridge University) and colleagues now provide a completely new insight in our understanding of the fast transformations that occur in the materials that make up today's memory devices. Reading and writing of data in optical memory such as rewriteable compact discs (CD-RWs and DVDs) and emerging new electronic memory can take place at speeds of tens of nanoseconds but our understanding of what happens when these materials are heated is based on experiments where heating rates are much slower."

"Unravelling the mysteries of chocolate making, comprehending the formation of amethyst geodes, or producing advanced steels requires an understanding of the relevant crystallization phenomena."

Many, if not most, people spend a lot of their time thinking about the food they are eating. How many calories? How much fat? How many carbohydrates? All are questions we ask ourselves often. But for diabetics, keeping an eye on the nutritional value and quantity of food you eat is especially important. However, diabetes does not have to limit the choices you have when dining. In fact, most recipes don?t have to change much at all when shaping your diet around your body?s needs. But there are a few lifestyle and dietary choices that require some extra caution:

Alcohol

If you were one to enjoy a glass of red wine with your food, or were the type that likes a cold beer with a meal, a diagnosis of diabetes does not need to change things. But before you carry on with your ritual, check with your doctor about whether it is safe for you to drink alcohol. Even with a doctor?s approval, it is better to air on the safe side, so limit the amount of alcohol you drink, and always eat when drinking. That way, your body has something to work with.

The reason why a diabetic should limit their intake of alcohol is because hypoglycemia ? the condition where the body?s blood glucose level falls below 70 mg/dL ? can be caused shortly after drinking, and can last for 8 to 12 hours after drinking. Therefore, it is important to check your blood glucose level before you drink, and make sure that you eat while drinking so that your blood glucose level doesn?t drop too low.

Another issue with drinking alcohol is that the symptoms of hypoglycemia ? dizziness, sleepiness and disorientation ? can be construed as drunkenness. The best way to make sure somebody doesn?t misconstrue the two conditions is to always carry an Identification Card (I.D.) that states that you are diabetic. Insider trading ban sent to White House

WASHINGTON (AP) ? The Senate on Thursday sent the White House a bill to explicitly ban members of Congress, the president and thousands of other federal workers from profiting from nonpublic information learned on the job.

While the bill lets the public see more of government officials' financial dealings, and view them online more frequently, it abandons an earlier proposal to require public reports from people who gather information from Congress ? and sell it, mainly to investors.

President Barack Obama repeated his commitment to sign the STOCK Act, which stands for Stop Trading on Congressional Knowledge. "It's a good first step," he said after passage. "And in the months ahead, Congress should do even more to help fight the destructive influence of money in politics and rebuild the trust between Washington and the American people."

The driving force behind the bill was Congress' need to boost its dismal approval ratings, and the perception from a television report that lawmakers are profiting personally from their work. Polls in the past several weeks indicated between 12 percent and 19 percent Americans approved of the job Congress is doing.

The STOCK Act would require that public reports of new transactions exceeding $1,000 be posted online either 30 days after the individual was notified of a transaction in his or her account, or 45 days after the transaction. The House currently posts disclosure information on the Internet, but the Senate still requires people seeking the data to appear personally in a Senate office building.

This would be in addition to the annual disclosure statements filed currently.

In an unusual move, the legislation passed unanimously without a vote on the measure itself. Passage was automatically triggered by a procedural motion that was approved, 96-3. Voting "no" were three Republicans: Chuck Grassley of Iowa, Tom Coburn of Oklahoma and Richard Burr of North Carolina. Sen. Mark Kirk, R-Ill., did not vote.

Just prior to that vote, the Senate passed legislation to help startup companies raise capital by reducing some federal regulations. Some Democrats warned that less government oversight would mean more abuse and scams.

Not everyone in Congress bought into Sen. Joseph Lieberman's view that the insider trading bill was "the most significant ethics reform to pass Congress" in the past five years.

Grassley, who sponsored the abandoned proposal to regulate so-called political intelligence operatives, said, "This could have been a lot more significant. It's irresponsible for the leadership to have dropped the ball on requiring political intelligence agents to register. We could have exposed the secret flow of information between Washington and Wall Street."

The bill does include other reforms. It would deny federal retirement benefits to the president, vice president or an elected official of a state or local government convicted of certain felonies. It also would prohibit senior executives of mortgage giants Fannie Mae or Freddie Mac from receiving bonuses while the companies are under government control. And it would expand the definition of public corruption crimes and increase maximum penalties.

It also would require officials to disclose the mortgages on their primary residences, a provision that has been exempt from reporting requirements.

Lieberman, who managed the bill to final passage, said the plan to regulate political operatives selling information was dropped because of concerns it would violate free speech rights of people who meet with members of Congress. Instead, a one-year study of political intelligence operatives was ordered.

Despite that dispute, the bill's four main sponsors reflected its bipartisan support: Lieberman, an independent from Connecticut; Susan Collins, a Maine Republican; Kirsten Gillibrand, a New York Democrat; and Scott Brown, a Massachusetts Republican whom Democrats are trying hard to defeat.

Another provision eliminated from an earlier bill was designed to strengthen criminal laws in public corruption cases, including restoration of tools used by prosecutors that were limited by a Supreme Court ruling. However, that proposal could be added to other legislation or come back as a stand-alone bill.

Federal insider trading laws have no exemption for members of Congress and other federal officials, but there is little evidence that many lawmakers have been investigated.

Recently, it was learned the Office of Congressional Ethics was looking at the trading activities of Rep. Spencer Bachus, R-Ala. In the two months surrounding the 2008 financial collapse and subsequent $700 billion economic bailout passed by Congress, Bachus made more than three dozen trades. The OCE is an independent ethics office of the House, run by a board outside Congress.

Bachus, now chairman of the House Financial Services Committee but then the panel's senior Republican under a Democratic chairman, participated in closed briefings on the crisis by Federal Reserve Chairman Ben Bernanke and then-Treasury Secretary Henry Paulson. He's denied using inside information, and subsequent records show he incurred a net loss of $19,490.

Bachus has denied any wrongdoing.

Tax Benefits for home loan and HRA has not linked with each other i.e. both can be avail simultaneously if condition specified for both of these is satisfied by the assessee.

Conditions for claiming HRA:-

• Employee must living in a Rented House.
• Rent exceeds 10% of salary.
• HRA is received by the employee as a component of salary.

Further if you have also taken a loan for construction of house property then you can claim the said deduction also under section 80C irrespective of the fact that whether house is ?in the same city in which you are working or at any other place.

Condition for Deduction on Principal Repayment of Loan under section 80C of Income Tax Act 1961:-

• This deduction can be claimed from the financial year in which person starts to repay the home loan. Further under section 80C is available only if house loan is borrowed for purchasing or constructing a new residential house property and not for modification of existing house in form of extension, improvement, renovation etc.
• To claim tax benefits under section 80C for repayment of house loan a person must hold the house for a period of five years from the end of financial year in which possession is obtained by the person otherwise entire amount earlier allowed as deduction shall be treated as capital gain in the year in which assets is sell by the person.

Deduction on Interest Portion of Loan under section 24(b) of Income Tax Act 1961:-

• A person can claimed upto Rs 150,000 under head income from House Property provided that amount was borrowed on or after April 1, 1999 for acquiring or constructing a property and such construction must completed within 3 years from the end of financial year in which amount was borrowed.
• In other cases i.e. amount borrowed for the purpose of reconstruction, repairs of house property amount of deduction on interest shall be Rs 30,000.
• The above limits shall be applicable for self occupied house property only. In case house property is let out or deemed to be let out then entire amount of interest shall be deductible.

AUSTIN, Texas (Reuters) - Texas should be playing a role in Republican politics this year as big as, well, Texas.

The fast-growing state - the most populous by far in the Republican column - has four new seats in the U.S. House of Representatives, a big U.S. Senate race and more than a 10th of the delegates who will choose the party's presidential nominee.

But a racially tinged dispute over redrawing its congressional districts has delayed the Texas primary by almost three months, complicated the U.S. Senate and House contests and altered the race for the White House.

A San Antonio court pushed Texas' primary back to May 29 from March 6 after complaints that a new electoral map drawn by Republicans violated the federal Voting Rights Act by diluting the voting power of blacks and Latinos.

Three of Texas' four new U.S. House seats were created in areas dominated by whites, even though Hispanics and blacks accounted for 90 percent of Texas' population growth since 2000.

The battle sets white Republicans, who have firmly established political control in Texas within the past decade, against rising and strongly Democratic Hispanic and black populations, whose leaders argue that they are being unfairly denied an equal voice in state politics.

The stakes are high both for 2012, when the White House and control of the U.S. Congress are up for grabs, and longer term, when a rapidly growing Hispanic population is expected eventually to disadvantage Republicans and benefit Democrats.

"Republicans can work that racial solidarity thing for a while, but in the end, they've got to do better than 35 percent of the Hispanic vote or their election prospects are not great," said Cal Jillson, a political science professor at Southern Methodist University in Dallas.

States with a history of minority voting rights violations must obtain pre-clearance from either the U.S. Department of Justice or the federal court in Washington, D.C., before they can use new maps. The new voter map in Florida, another fast-growing southern state, has also been subject to legal wrangling this year.

ALREADY A MINORITY

Non-Hispanic whites already account for a minority of Texas' residents, with 45 percent of the population. The state is 38 percent Latino and 12 percent black, numbers expected to continue to rise.

President Barack Obama lost Texas by 11-percentage points in 2008. He got only 26 percent of the white vote, but was backed by 63 percent of Hispanics and 98 percent of blacks, fueling talk that it will not be long before Republican red Texas turns purple, if not Democratic blue.

"We sort of feel like we have the wind at our backs," said Anthony Gutierrez, deputy executive director of the Texas Democratic Party.

Democrats have won Texas in only three of the last 15 presidential elections. The party has not won a statewide election since 1994, and Republicans cemented their control of the state with huge victories in the 2010 midterms.

But even Republicans acknowledge that changing demographics mean the party must appeal to Hispanics to hold onto power beyond the next few years. Latinos in Texas generally vote Democratic by a 2-to-1 margin, which won't be helped by a redistricting fight seen as a battle to maintain white control.

"It is obviously a high-risk strategy in a state that is increasingly Hispanic," said Michael Li, a Dallas-based election law lawyer who runs the blog "Texas Redistricting." Li is not involved in the redistricting fight.

SUPER TUESDAY NOT SUPER FOR ROMNEY

The redistricting mess has already affected the 2012 presidential race, notably the hopes of Mitt Romney, who may have done well in the Texas primary if it had taken place on Super Tuesday - March 6 - as originally scheduled.

Texas would have been the biggest prize up for grabs on Super Tuesday, when 10 other states held primaries and caucuses.

Romney, with far more money and a bigger campaign organization than rivals Rick Santorum and Newt Gingrich, was best placed to compete in so many states at once. Texas alone has 20 media markets, meaning statewide advertising can cost millions.

Winning or putting in a good showing in Texas would have boosted Romney. The state's 155 delegates, awarded proportionally, are a huge chunk of the 1,144 needed to become the nominee.

A strong performance on Super Tuesday also would have given Romney a badly needed breakthrough in the heart of southern Republican conservatism, weakening Santorum and perhaps cutting short what has become a protracted nomination fight.

Instead, Romney has been a weak front-runner and Santorum, a former Pennsylvania senator best known for strong religious conservatism, has been winning over the party's right wing.

"It (a March 6 Texas primary) would have changed a lot of things. It would have changed the entire complexion of Super Tuesday," said Matt Mackowiak, an Austin-based Republican strategist, especially with Santorum and Gingrich both vying for the support of the most conservative Texans.

"I suspect if the field was split and if Santorum and Gingrich hadn't had $5 million or $3 million to spend, then Romney probably would have won Texas on March 6," he said.

With Texas now one of the last states to vote, the nominee could be chosen by May 29. Even if it isn't, Santorum is now considered more likely to take Texas, thanks to improving fund-raising and his solidified position as the conservative alternative to Romney.

"Romney starts with a significant disadvantage in terms of public opinion," said Jim Henson, director of the Texas Politics Project at the University of Texas at Austin, although he added that Romney's big campaign war chest means that he could spend heavily in Texas to target clusters of mainstream conservatives in major media markets.

A Wilson Perkins Allen Opinion Research poll last week showed Santorum eight percentage points ahead of Romney among likely Republican primary voters in Texas. Santorum was at 35 percent to 27 percent for Romney.

Gingrich was at 20 percent and Ron Paul, a Texas congressman lagging in most polls, was at 8 percent.

The redistricting mess is affecting races down the ticket as well, with many voters not sure where they are registered and many candidates unsure of where they should run or raise money while the court fight has continued.

"I can look around the state and see the confusion in the eyes of the average voter," said Chris Elam, communications director for the state Republican party. Some 100 Republicans alone have applied to run for the 36 House seats, he said.

The interim map is expected to stand, but there is a chance it could be changed again by the Washington court.

The May 29 date is after schools close for the summer, leading to worries that turnout will be low, which often leads to unpredictable results.

The race to replace retiring Republican Senator Kay Bailey Hutchison has been most affected by the upheaval. Lieutenant Governor David Dewhurst has been favored to replace Hutchison, because of his statewide name recognition and fundraising prowess.

But the long delay has given opponents, especially Tea Party favorite Ted Cruz, time to raise money and their profiles. Former Dallas Mayor Tom Leppert and Craig James, a one-time television sports analyst, are also in the race.

If no one wins a majority on May 29, state law mandates a runoff vote on July 31, the heart of the hot Texas summer when an even smaller turnout would be expected.

Lastly, there is a big cost differential between an asphalt driveway and a concrete driveway, and we are talking not just in the hundreds of dollars, but in the thousands of dollars. If you do it yourself, you can substantially reduce the cost for putting in either concrete or asphalt, but if you repave your driveway and have someone else do it putting the concrete, that can run you a bundle. Indeed, these are just some of the major considerations if you have a damaged driveway from a large tree?s root system. Please consider all this and think on it.
